WASHINGTON (Dow Jones)–Senate Majority Leader Harry Reid, (D., Nev.) said Thursday that the Senate is poised to act on $848 billion health-care legislation, despite lingering uncertainty over whether he can secure enough support for the bill.

Reid, appearing with other Senate Democrats at a rally at the Capitol, said that the bill fulfills a goal sought for decades to extend insurance coverage to Americans lacking it.

“We’ve been working to reform health care since the first half of the last century,” Reid said. “We’re now in the home stretch.”

Reid said that a key procedural vote that will allow the Senate to formally move to the legislation will take place Saturday evening. If Reid secures 60 votes–the number needed to break a filibuster–the Senate will begin debate on the bill after legislators come back from next week’s Thanksgiving recess.

The $100 Million Health Care Vote? Dirty, Slimy Harry Reid is at it again

Just as I predicted. Dirty, slimy Harry Reid is including bribes in this disgusting excuse for a healthcare bill. He can’t pass it without Democrat Senator Mary Landrieu of Louisiana. She’s been very vocal about not supporting the bill, so along comes dirty, slimy Harry Reid with a $100 million Medicaid provision for “states that “during the preceding 7 fiscal years” have been declared a “major disaster area.” How many states does that include? ONE. Guess which one. That’s right. Louisiana. Do you think she’s going to turn down $100 million for the poor people of Louisiana? If she does, she loses the next election. If she takes it, she could lose. Either way, dirty, slimy Harry Reid screwed her to the wall. Don’t trust these people.I wonder who he’ll bribe next. Stay tuned.

Here’s the language of the bill. Does anyone understand it? It’s long and I don’t expect you to read it.

Dirty, Slimy, Dishonest, Disgusting Harry Reid

Here’s the incredibly complicated language:

SEC. 2006. SPECIAL ADJUSTMENT TO FMAP DETERMINATION FOR CERTAIN STATES RECOVERING FROM A MAJOR DISASTER.

Section 1905 of the Social Security Act (42 U.S.C. 1396d), as amended by sections 2001(a)(3) and
2001(b)(2), is amended— (1) in subsection (b), in the first sentence, by striking ‘‘subsection (y)’’ and inserting ‘‘subsections (y) and (aa)’’; and (2) by adding at the end the following new subsection:

‘‘(aa)(1) Notwithstanding subsection (b), beginning January 1, 2011, the Federal medical assistance percentage for a fiscal year for a disaster-recovery FMAP adjustment State shall be equal to the following:
‘(A) In the case of the first fiscal year (or part of a fiscal year) for which this subsection applies to the State, the Federal medical assistance percentage determined for the fiscal year without regard to this subsection and subsection (y), increased by 50 percent of the number of percentage points by which the Federal medical assistance percentage determined for the State for the fiscal year without regard to this subsection and subsection (y), is less than the Federal medical assistance percentage determined for the State for the preceding fiscal year after the application of only subsection (a) of section 5001 of Public Law 111–5 (if applicable to the preceding fiscal year) and without regard to this subsection, subsection (y), and subsections (b) and (c) of section 5001 of Public Law 111–5.

‘‘(B) In the case of the second or any succeeding fiscal year for which this subsection applies to the State, the Federal medical assistance percentage determined for the preceding fiscal year under this subsection for the State, increased by 25 percent of the number of percentage points by which the Federal medical assistance percentage determined for the State for the fiscal year without regard to this subsection and subsection (y), is less than the Federal medical assistance percentage determined for the State for the preceding fiscal year under this subsection.

‘‘(2) In this subsection, the term ‘disaster-recovery FMAP adjustment State’ means a State that is one of
the 50 States or the District of Columbia, for which, at any time during the preceding 7 fiscal years, the President has declared a major disaster under section 401 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act and determined as a result of such disaster that every county or parish in the State warrant individual and public assistance or public assistance from the Federal Government under such Act and for which— ‘‘(A) in the case of the first fiscal year (or part of a fiscal year) for which this subsection applies to the State, the Federal medical assistance percentage determined for the State for the fiscal year without regard to this subsection and subsection (y), is less than the Federal medical assistance percentage determined for the State for the preceding fiscal year after the application of only subsection (a) of section 5001 of Public Law 111–5 (if applicable to the preceding fiscal year) and without regard to this subsection, subsection (y), and subsections (b) and (c) of section 5001 of Public Law 111–5, by at least 3 percentage points; and ‘‘(B) in the case of the second or any succeeding fiscal year for which this subsection applies to the State, the Federal medical assistance percentage determined for the State for the fiscal year without regard to this subsection and subsection (y), is less than the Federal medical assistance percentage determined for the State for the preceding fiscal year under this subsection by at least 3 percentage points.

‘‘(3) The Federal medical assistance percentage determined for a disaster-recovery FMAP adjustment State under paragraph (1) shall apply for purposes of this title (other than with respect to disproportionate share hospital payments described in section 1923 and payments under this title that are based on the enhanced FMAP described in 2105(b)) and shall not apply with respect to payments under title IV (other than under part E of title IV) or payments under title XXI.’’.

Senate bill weighs in at 2,074 pages

Don’t hold your breath to read this one online either. Dirty Harry Reid snuck a few gems into this one that we are slowly finding out about. He’s as sneaky as Pelosi, and don’t think for a minute that the backroom deals aren’t happening. Regardless of what old Harry says, it is not deficit neutral, it will not lower insurance costs, and it will bankrupt our country. Call your Senators now and tell them that you will not support them if they vote for this bill. In the Battle of the Health Bills, the Senate wins out, bulk-wise – weighing in at 2,074 pages.

The House health reform bill was a mere 1,990 pages when introduced.

That means the Senate bill — like the one in the House — runs more pages than War and Peace, and has nearly five times as many words as the Torah.

 The table of contents alone is 14 pages.

“Read the bill!” was a rallying cry of some health reform opponents over the summer. And if Sen. Tom Coburn (R-Okla.) gets his way, senators will get a chance to hear every word of it. He’s threatening to the read the legislation from start to finish, which by some estimates could take as long as 48 hours.

Betting Against Obama Health Care Increases as Time Grows Short

Make no mistake; Dirty Harry Reid will try and pull the same sneaky things that Pelosi did on a late-night Saturday vote where few people were paying attention. The Senate will face even tougher opposition as insurance companies, pharma, and the American people line up to say NO to this bill. Without Lieberman and Snowe, the Democrats will fall short of the 60 votes needed to pass any bill. Stick to your guns people and call Senator Snowe and make your voices heard. Kill the Bill!

Nov. 9 (Bloomberg) — Insurers such as WellPoint Inc. and Blue Cross Blue Shield and drugmakers are redoubling their efforts to fight proposals to overhaul the U.S health-care system, adding another obstacle as legislative hurdles mount.

The insurers oppose competition from a new government-run program that’s included in both the House and Senate plans. The trade group representing drugmakers such as Pfizer Inc. says a House provision to allow the government to negotiate drug prices for Medicare would cost tens of thousands of jobs.

House Speaker Nancy Pelosi won passage of her version of the legislation on Nov. 7 only after forcing her party’s liberal wing to make concessions and can’t count on those votes for a final version. In the Senate, time is running out to get a bill passed this year, leaving the effort vulnerable to a loss of momentum and a new backlash from Republicans in 2010.

ObamaCare legislation in trouble

This may be a strange question, but could it be that the passing of this very liberal healthcare bill in the House is the best way to kill it in the Senate? The word is that it’s DOA. We’ll see.

President Obama’s victory dance yesterday for the House-passed health-care bill came as Senate foes — mainly Republicans with one key Democrat moderate — pronounced the measure mortally wounded, if not outright DOA.

Speaking from the Rose Garden after the squeaker 220-215 Saturday-night vote, Obama urged senators to be like runners on a relay team and “take the baton and bring this effort to the finish line on behalf of the American people.”

Kristol: Breaking News: Pelosi Tries to Lead Democrats off a Cliff

Yes Madame Pelosi...Yes Madame Pelosi...

House Speaker Nancy Pelosi is expected to release the text of the Democratic health care proposal tomorrow, with the hope of bringing it to the floor as early as next Friday. Pelosi will claim that the Congressional Budget Office has scored the Democratic bill as deficit neutral over the next ten years.

Of course, there’s no guarantee the text Pelosi unveils tomorrow won’t be replaced at the last minute on the floor by a manager’s amendment that will change various provisions and, conveniently, won’t have been fully scored by the CBO–as happened with cap and trade. But leave this quibble aside.

Here’s the key fact: The bill will be (allegedly) deficit neutral because of hundreds of billions of dollars in Medicare cuts. If it passes, these will be the largest cuts in Medicare ever. Is the Democratic Party as a whole willing to go into the 2010 election as the party that slashed Medicare? Are individual Democratic members?
